JOB DESCRIPTION AND POSITION REQUIREMENTS:

We are seeking a Deputy Division Head for the Geospatial, Image & Data Sciences Division (GIDS) of the Applied Research Laboratory (ARL) at Penn State University to assist the Division Head with directing research projects, supervising department heads, directing strategic initiatives, and maintaining relationships with external partners.  This deputy division position will report directly to the Head of the Geospatial, Image & Data Sciences Division and will be responsible for assisting the management of a 30+ person division of research engineers, scientists, technicians, and support personnel.  The successful candidate will have broad technical familiarity with aspects of division tasking and should possess deep technical skills in one or more specific components of a portfolio encompassing geospatial sciences, remote sensing phenomenology, computer vision, data sciences, data engineering, AI/ML testing and evaluation, and software systems integration. This position may be filled as either a Research and Development Engineer or a non-tenure Research Faculty.

You will:

  • Plan and direct research projects that have substantial impact that extends knowledge and understanding; plan, organize, and supervise the work of staff scientists, engineers and technicians 
  • Coordinate research and development activities between disciplines involving exploration of subject area, definition of scope and selection of problems for investigation and development of novel concepts and approaches 
  • Devise plan and lead work on extremely complex problems that impact the design success of current products or addresses broad design issues of future products or technologies 
  • Maintain liaison with individuals and units within and outside project, with responsibility for acting independently on technical matters pertaining to own field 
  • Propose and lead new initiatives; guide programs of national or international significance; identify future problems, research trends and opportunities 
  • Develop and manage partnerships and relationships with sponsors and collaborators in government, academia, and industry
  • Coordinate with sponsors and supervise organizational logistics and team management to identify risks, issues, requirements, and design solutions for project-level activity on a day-to-day basis
  • Present division and program overviews, proposals, and technical briefings at internal and external events
  • Prepare and review proposals, technical reports, status reports, and other programmatic and administrative documents
  • Assist in the creation and management a world-class and diverse workforce
  • Cultivate a diverse and inclusive environment that instills a sense of belonging at ARL
  • Assist in building a partnership with ARL’s Enterprise organization
  • Assist in leading a large, diverse, technically strong, and entrepreneurial group of personnel
  • Supervise subordinate supervisors or team leaders 
  • Mentor assigned staff in the development of technical, project, and business development skills 

Higher level responsibilities include:

  • Assist with the development and execution of a Division Strategic Plan harnessing and enabling ARL’s resources
  • Maintain liaison with individuals and units within and outside project, with responsibility for acting independently on technical matters pertaining to the Department and Division
  • Understand broad strategic objectives and contribute to them: nurtures and maintain relationships with major SPEC customers/grantors of external research and development grant funding

This position can be filled at multiple levels depending on your education and experience. Minimally requires a Bachelor’s Degree in an Engineering or Science discipline plus 5 years' related experience. Additional experience and/or education are required for higher level positions. A Master’s Degree or Ph.D. is preferred .

Required skills/experience includes:

  • Two or more of the following: Java, C++, or Python, Git, open source scientific computation, computer vision, modeling, or machine learning tools
  • Demonstrated experience integrating research software into operational environments related to, Data Sciences, Image Sciences, or Geospatial Sciences
  • Use physics-based modeling of remote sensing systems to provide insights into GEOINT capability gaps, mission planning, and resource utilization
  • Develop feature extraction tools to automatically generate world-wide geospatial data on demand
  • Advance the discovery and modeling of associations, trends, patterns and system dynamics
  • Create processes and algorithms to transform traditional GEOINT and open source data into spatio-temporal information describing places, events, and activities

Preferred skills/experience include:

  • Active TS/SCI clearance
