SUMMARY

The Senior Remote Tower Systems Analyst –Artificial Intelligence (AI) will work as part of a team supporting research and development, safety studies, technical reviews and data collection and analysis in support of the Federal Aviation Administration (FAA) NextGen Organization (ANG) Remote Tower program.  Provides support to the FAA NextGen Team focused on the development, tracking, and analysis of leading-edge capabilities foundational to the continued evolution of our National Airspace System (NAS) including the Remote Tower concept development and implementation.

ESSENTIAL REQUIREMENTS

Must be able to obtain a customer clearance for access to facilities, equipment and property (Public Trust).

VFR Tower Operations (air traffic or pilot experience beneficial)

AI and Machine Learning experience

KEY DUTIES AND RESPONSIBILITIES
Essential Duties and responsibilities include the following.  Other duties may be assigned.

Utilizes background experience in AI and machine learning to enhance the long-term efficiencies and sustainability of remote tower operations.

Develops and updates Concept of Operations (Conops) documentation in support of the Remote Tower concept; identify issues and changes to Air Traffic standards and procedures resulting from use of Remote Tower systems.

Develops program strategies to align to the Remote Tower goals and objectives.

Coordinates and collaborates with industry vendors, FAA lines of business and other stakeholders in development and assessment of FAA Remote Tower operational concepts, and technical certification requirements and processes.

Assists in developing plans for site preparation, equipment installation and operational evaluation of Remote Tower systems; reviews plans, analyzes data, and prepares reports, project proposals and other technical documentation.

Provides technical and programmatic advice to the customer.

Develops and manages operational and system safety risk management processes.

Assists in creating project agreements such as Other Transactions Agreements (OTAs) and Project Level Agreements (PLAs).

Assists in developing and tracking project schedules and milestones.

Coordinates, attends, and facilitates recurring team and internal/external stakeholder meetings, including the documentation and tracking of decisions and actions.

Prepares reports, briefings, white papers, conference papers and concept papers for various audiences including FAA executives and Congress.

Reviews, verifies, and makes recommendations for improvements in vendor deliverables and documentation.

Plans daily activities within the guidelines of company policy, job description and supervisor’s instruction in such a way as to maximize personal output.  

Responsible for aiding in own self-development by being available and receptive to all training made available by the company.

EDUCATION AND EXPERIENCE

Bachelor's degree and a minimum of eight (8) years’ relevant experience, or equivalent combination of education/experience.

Has a strong understanding and background in project management and has clear knowledge of Air Traffic Management systems certification processes and FAA Safety Risk Management and system safety processes, implementation of Machine Learning and Artificial Intelligence program or equivalent combination of education/experience. 

JOB SPECIFIC KNOWLEDGE/SKILLS/ABILITIES

Ability to quickly grasp futuristic aviation concepts to create briefings and papers as needed. Good understanding of technology management and project management principles and how they apply to research and development initiatives.

Ability to work independently and within a team environment and take on multiple roles distilling and integrating inputs from multiple sources, working with minimal supervision, and also remain flexible serving as a collaborative team-player, familiar with FAA organizations and how they work together to maintain highest levels of safety and efficiency in the skies.

Must be able/willing to take on new challenges, execute in small windows of time, and work in a fast-paced, dynamic environment to operate proactively anticipating problems, solutions, and support needs.

Stakeholder possesses engagement and collaboration skills, and the ability to conduct activities seamlessly in a virtual on in-person environment.

Understanding of missions, and roles and responsibilities of FAA lines of business. Understanding of Air Traffic Control Tower (ATCT) operations particularly within Class D airspace. Understanding of FAA automation and other ATCT systems.

Familiar with FAA Acquisition Management Processes (AMS) particularly with contracting and use of Other Transaction Agreements (OTAs).

Familiar with the FAA’s Safety Risk Management (SRM) processes. Proficient in Microsoft Project and excel.

LANGUAGE SKILLS

Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures or governmental regulations. Ability to write reports, business correspondence and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers and the general public.

MATHEMATICAL SKILLS

Ability to apply advanced mathematical concepts such as exponents, logarithms, quadratic equations and permutations. Ability to apply mathematical operations such as frequency distribution, determination of test reliability and validity, analysis of variance, correlation techniques, sampling theory and factor analysis.

REASONING ABILITY

Ability to define problems, collect data, establish facts and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
